Romania Waste-to-Energy Market & Project Watch

Romania | Closing the Gap Between Recycling and Landfill.

Romania Waste-to-Energy (WtE) market intelligence: European-standard residual waste treatment, energy recovery and material recovery for Romania's next generation of waste infrastructure.

WtE is not a replacement for prevention, reuse or recycling. It is one option for a demonstrably non-recyclable residual fraction after higher-order interventions.

01 — The Romanian challenge

Two gaps must close at the same time.

Romania must raise recycling performance while reducing landfill dependency. The difference between both targets is not an incineration quota.

02 — Where energy recovery fits

Treat what cannot realistically be recycled.

Energy recovery belongs within an integrated system, after source separation, sorting, recycling and appropriate biological treatment—not instead of them.

The 2020–2025 planning document evaluated residual energy-recovery scenarios. The requested ~273,000 t/y figure could not be substantiated in the official documents reviewed; the plan records ~283,492 t/y in Alternative 3. Neither figure proves that a new thermal WtE facility has been constructed. Current implementation status: Status under verification.

The County reported the installation operating and registered its design with OSIM in May 2026. It is not described as conventional mass-burn incineration. Ministry correspondence reported elsewhere rejected national rollout, so this is shown as a contested single-site case without performance claims.

04 — Why TRS + Overdie

Design the recovery system as one infrastructure asset.

Potential scope is confirmed project by project. Bottom-ash treatment and outlet qualification should be considered during plant design—not added as an afterthought.

Where TRS + Overdie can create value

Maximum local material reuse within the EU waste hierarchy.

Prevention, reuse and recycling come first. These services apply to the residual fraction that remains, in the order of importance relevant for Romania.

01 — Mineral route

What happens to the other 90%+?

Primary role

Primary — supports maximum local material reuse and EU-aligned circularity

  • Secondary aggregates for local construction
  • Material qualification against national technical standards
  • Environmental testing before any reuse route is claimed
  • Reduced final disposal

Actual reuse depends on material quality, treatment, environmental testing, technical standards and local regulation.

Explore a mineral route

02 — Ash scan

What value is still inside your bottom ash?

Primary role

Secondary — only applies where thermal WtE / IBA exists or is selected

  • Representative sampling of existing or projected IBA
  • Particle size distribution and mineral composition
  • Indicative recovery opportunity
  • Plant-specific mass balance

No guaranteed recovery percentage is stated before plant-specific testing.

Assess my bottom ash

03 — Metal recovery

Recover more value from the metals.

Primary role

Third — supports recovery of metals that remain after energy recovery

  • Ferrous and non-ferrous recovery
  • Fine non-ferrous fractions
  • Upgrading and grading
  • Offtake evaluation

Subject to material specification and commercial evaluation.

TRS + Overdie interpretation — not a government statement

Our technical view

How we read this market.

Editorial interpretation by TRS BV and Overdie. It is deliberately separated from verified facts and sourced project data.

Romania's priority is prevention, reuse and recycling. Energy recovery is only relevant for the residual fraction that remains after those steps — never as a substitute for them.
If a WtE project is selected, bottom ash recovery should be part of the permitted design from the start, so the plant does not replace landfilled waste with landfilled ash.
EU BAT conclusions and permitting set the technical frame. Recovery capability should be specified in tender documents rather than negotiated after commissioning.
Local construction markets and national technical standards determine whether an upgraded mineral fraction has a legal outlet. This must be verified per county, not assumed nationally.

Where do you start?

Two entry points into the same system.

I operate a WtE plant

  • What happens to your bottom ash today?
  • How much metal is currently recovered?
  • Are fine non-ferrous metals still being lost?
  • What happens to your mineral fraction?
  • Can final disposal be reduced further?
Assess my existing plant

I am developing a new WtE project

  • Is resource recovery included in the original design?
  • Is bottom ash processing specified before tender?
  • Are ferrous, non-ferrous and fine metal recovery included?
  • Is mineral utilisation being considered?
  • Are local material markets already identified?
Design resource recovery from day one

Offtake

Recovery only creates value when there is a market.

Local where possible.
International where it adds value.

International shipment is not promised for every material. Logistics, economics and regulation are assessed per project and per material specification.

Questions still to verify

These questions are open per plant and per project. They are answered with the owner or operator, not assumed.

Who owns the bottom ash?
Who owns the recovered metals?
Which processing technology is installed?
Which particle sizes are currently recovered?
What happens below 4 mm?
Where does the mineral fraction go?
What are the current disposal costs?
Is ash treatment included in the EPC scope?
Are offtake agreements already in place?
Which local mineral applications are permitted?
